So unbelievably lame! I am paying for the 16 MBit down / 2MBit up internet pipe and for the entire day my internet access is capped at a modem-esque (well not really, but close enough) 200KB/s!
All of a sudden at 10pm, my bandwidth magically improves! The real giveaway is in the Azureus Network Status Monitor which is clearly showing the insane rate of TCP resets which Charter is performing on my connections.
My internet provider sucks, can we have FIOS please?


Charter really does stink up the place don’t they. It is pretty hard to ignore those numbers. It just confirms what I have been suspecting for some time.

I agree, Charter sucks. I too pay for 16 Mb and feel like I’m getting robbed. Here’s what I found after some brief digging on google, check this:
“13. NO EXCESSIVE USE OF BANDWIDTH
If Charter determines, in Charter’s sole discretion, that Customer is using an excessive amount of bandwidth over the Charter network infrastructure for Internet access or other functions using public network resources, during any period of time, Charter may: (a) adjust, suspend or terminate Customer’s account or Service at any time and without notice; or (b) require Customer to upgrade Customer’s service level and pay additional fees in accordance with Charter’s then-current, applicable rates for such Service; or (c) use any technology to be chosen by Charter at its sole discretion including, but not limited to, packet-reset and/or other packet management technology, to slow Service to Customer for purposes of conserving bandwidth.”
Notice the last part? Yeah me too. Looks like Charter is joining the packet shaping bandwagon.
The government needs to set some sort of standard for what is or isn’t required in order for a company to be able to advertise that they are selling you N mbit bandwidth. Otherwise, clause 13 there gives the company free reign to give you as little bandwidth as they please for no reason whatsoever.
Incidentally, it’s been rumored that most ISP’s in the USA do not give you as much bandwidth as they claim, regardless of your usage patterns. Again, that’s what we get for having weak regulations, companies can lie outright about what they’re selling you, charge exorbitant prices for it, and you have no legal recourse.
